Code and regulatory context

Commercial elevators in the United States operate under the ASME A17.1 safety code, with A17.3 addressing existing equipment, adopted and enforced through state and local jurisdictions. In Texas, elevator registration, inspection, and licensing run through the Texas Department of Licensing and Regulation's elevator program. For a building owner, that means equipment gets tested on a schedule, records matter, and the work has to be done by properly licensed people. Verify any contractor's license status directly with the state, including ours.
